In August, 1987, Bishop Sklba met with Bandle regarding information about an inappropriate relationship with a 20-year-old that had started a year earlier. In October, 1992, Bishop Sklba met with Bandle at which time Bandle revealed he had engaged in inappropriate behavior with a then 15-year-old, fifteen years previous, and a then 12- year-old, six years previous.
Bandle was removed from the parish and sent to live at the Seminary. He then resigned as pastor given the circumstances of his situation and his ministry was restricted. These restrictions were formalized into a canonical precept in July, 1993, at which time he was advised of the possible canonical procedures that could occur. He was advised to seek counseling, spiritual direction and the services of a canon lawyer.
After three years of therapy, Bandle’s therapist advised Archbishop Weakland that a return to limited ministry, under direct supervision, would not pose a risk. A supervision protocol was established and Bandle began limited parish ministry with some restrictions still in place.
A year later, Bandle was assigned as an assisting priest, that is, to offer sacramental ministry at a parish that was under the pastoral care of a lay parish director. He was also authorized for nursing home ministry.
After two years, his assignment to assist the parish director was extended for three more years to June 30, 2001. Bandle died on January 6, 2001.
